Add permission update system

When fetching the updates, it now also creates app permission objects for the installed ref and the ref of the remote. These two objects are then diffed in some functions I basically copied from GNOME Software to produce a delta permission object.
This delta permission object gets passed along with the entry to the update card, which uses it to show a warning icon. When running the update callback by pressing one of the update buttons, it now checks for these delta objects and shows a dialog via a fiber asking the user to confirm these additional permissions, the fiber way is similar how other confirmation dialogs get handled in Bazaar.
The new dialog has designs for one app or multiple apps with additional permissions.
I also reworked the update card in Vala to make it easier to reason about, but the actual functionality should be the same, except for the new icon of course.
