080409370a Upload: retry server errors 
The forge answered 504 to dnf-package-store's x86_64 RPM, uploaded just
after its aarch64 one; the build was fine and the RPM never landed.

8c5362376a Build each architecture on its own runner, from the app's matrix 
runner-arm64-linux builds arm64 natively. archs still defaults to both, on
one runner.

b3c34b1592 app-build: build in-house apps as RPMs for x86_64 and aarch64 
Moved out of each app's repo (layer-wizard, dnf-package-store,
swap-watchdog), which each had a copy of the same build.
