We already have this on the image, there is no need to fetch it here
again, if the keys are rotated/don't match what is

way so that is already for overlayfs

We should probably just do it this way, if for whatever reason it isn't
mounted then it won't fail now

Both of these contain `ConditionPathExists=/run/ostree-booted`, our ISOs
are not booted via ostree so this will never run anyway.
