* feat(ci): add ISO promotion workflow
Add promote-iso.yml workflow to copy ISOs from test to production bucket.
- Uses rclone sync to copy from aurora-dl-test to aurora-dl
- Includes both .iso and .iso-CHECKSUM files
- Supports dry-run mode (default) for safe testing
- Manual trigger via workflow_dispatch
- Lists files before promotion for verification
