Jonathan Lebon 53cfd24445 overlay.d: drop statoverride files 
The only use we had for this was `/etc/sudoers.d/coreos-sudo-group`
having a special mode. Let's just do that in a postprocess instead.

That saves us from having to re-implement the `statoverride` semantics
in the container-native flow.
