buildroot-prep: fast-track rpm-ostree-2026.3-2.fc45

Browse source 
In the F45 bootc builder container the bad rpm-ostree had already
leaked in [1] so let's fast-track rpm-ostree-2026.3-2.fc45 to fix
the problem.
