Subject: [PATCH] konflux/renovate: disable lockfile maintenance

We are about to commit lockfiles to enable hermetic builds, we'll
bump definitions with cosa within bump-lockfile Jenkins job [1].
So we don't want Renovate/MintMaker do the maintenance of this file.
