dd80c35f70 .github/workflows: change gh-project approach 
Make some changes to the gh-project workflows:

 - merge them into one.  We're gonna be copying this around a lot, so we
   may as well make it a bit easier.  Keeps things as DRY as they can
   be, given the circumstances.

 - use the `gh-project` environment (there has never been a global
   `GH_PROJECTS` secret and we don't want to add one)

 - change to using `pull_request_target` instead of `pull_request`: we
   don't get access to the environment (and secret) otherwise.  This is
   generally considered bad practice but it's pretty safe here since we
   never check out the PR's code.

 - add a comment about the 3 other approaches we tried/considered

2f7ec931d5 workflows: Auto-add new issues to GH project 
Adds all new issues to GH project as-is. Any filtering that needs to be
done should be done so through labels that are added to issues or their
linked PRs.

Bot PRs are added when they are labeled with `bot` label as well since
they are very frequent and rarely lack separate issue tracking.

d81fe7b3ef reposchutz: Make it work with checkout v7 
For v7 there was a breaking change relating to checkouts of forks rather
than the origin. Since this is a security risk they now prohibit it by
default and we have to opt-in using a flag
`allow-unsafe-pr-checkout: true`

7d64ba32ff doc: Verify Antora builds 
Although we don't actively use Antora in Cockpit, our website docs will

something we need to address before merging to ensure that Cockpit Docs

a1fc1f2411 workflows: Adjust to current packit COPR versioning 
Some time ago, packit `copr_build`s dropped the timestamp from the
Release number [1] . But it turns out `dnf repoquery` supports a
`%{buildtime}` query directly, so we can use that instead.

Also drop the "This assumes that this workflow always runs earlier than
the COPR srpm build finishes" comment, as that's not actually true: We
look at the time stamp when the PR was pushed, not when the workflow
started.

2ac1ead2f1 workflows: Adjust "guide" release job for pre-built docs 
The previous version was failing as asciidoc wasn't installed in that
environment. Since 6a0da46280 we have pre-built documentation in the
release tarballs, so we don't have to build it any more. Just extract
it.

0929533aff workflows: Fix guide/flathub releases 
Commit cc7444fab6 moved the main tarball release away from
cockpit-project/action-release to `gh release`. But that stopped setting
the `steps.publish.outputs.*` variables that the downstream jobs need.
Compute these and put them back.

23e095b9d3 doc: Move build workflow to AsciiDoc 
With the created AsciiDoc files for documentation we can now update our
build structure to generate the HTML and Manpage files both during build
and package distribution.

Changes
- Uses AsciiDoctor or asciidoc-py and a2x to generate HTML and Manpages.
- Generated HTML and Manpage files moved to `doc/output/`.
- Support packaging docs on all distributions Cockpit deploys to.
- Add package dependencies for AsciiDoctor and asciidoc-py.
- Safety fallback in automake file to search for either asciidoctor or
  asciidoc-py in terms of priority.

Known issues
- Links in guide pages goes to new files for the pages themselves, which
  meant we now generate HTML files for all `.adoc` files and not just
  `index.html`.

With the removal of fonts we also managed to break the build pipeline
that automake generated for us. As the doc guide fonts make rule was
removed, which relied on `$(DIST_STAMP)` rule, automake optimized the
build process and in turn broke the workflow. As a workaround the
`$(DIST_STAMP)` rule was added to the index rule as a dep to help
automake generate it the way we want it.

As the workaround is a hack and not a real solution, this needs to be
fixed in another PR to make sure these dependency issues do not occur if
we were to remove `$(DIST_STAMP)` from a rule.

We also need the `$(DIST_STAMP)` to appear last in the doc generation or
something, likely race condition, may cause the `index.html` to only
contain `{}`.
