Add recommended extensions to code-workspace ( #3414 )
...
Recommended extensions are useful, as Code will ask the user if they
wish to install the recommended extensions when opening the workspace.
They also appear in the Extensions panel under "Workspace
Recommendations".
Currently only contains "esbenp.prettier-vscode".

Configure vscode to use our local copy of tsc instead of its own ( #2888 )

This may avoid spurious errors due to using the wrong tsc version.

Track all test-coverage TODOs in descriptions ( #864 )

- Mark all non-coverage TODOs as MAINTENANCE_TODO.
- Add lint rule to prevent TODO comments.
