* Add dev server for standalone runner which compiles TS at runtime

* Remove Grunt tasks no longer needed for standalone

* Add dev server request logging

Minor Improvements To Setup Instructions (#226) 
Adds /index.html to the CTS links when running locally. On
Chrome/Windows I was seeing infinite redirects when index.html was not
present.

20bc11b931 Adjust the directory structure outside the tests for navigability 
- Moves src/{framework,runtime,tools,constants.ts} to src/common/*
- Moves templates/ to src/common/templates/
- Moves src/suites/*/ up to src/*/
- Renames the `cts:` suite to `webgpu:`
- Unhides some files from vscode
