[libc++] Drop transitive includes by default (#195509) 
This patch removes the unused transitive includes by default.
`_LIBCPP_KEEP_TRANSITIVE_INCLUDES_LLVM23` can be defined to keep the
transitive includes around for an easier transition. The macro will be
removed in LLVM 24.
