Subject: [PATCH] Allow the symfony/runtime Composer plugin

Newer Drupal 11 (core-recommended, resolved at build time) pulls in
symfony/runtime, whose Composer plugin wasn't in allow-plugins, so
composer install refused to run. It's Symfony's own plugin.
